Ashburton District Council Permits
Ashburton District Council Rules:
If you plan to place a skip bin on a public road, footpath, berm, parking space, or any other area that forms part of the public transport corridor within the Ashburton District, you may be required to obtain approval from the relevant road controlling authority before delivery. Requirements can vary depending on the exact location, how long the skip bin will remain in place, and whether it could affect traffic, pedestrians, cyclists, visibility, or access to nearby properties. Placing a skip bin without the necessary authorisation can result in fines, removal costs, or delays to your project. Because permit requirements can differ between locations and circumstances, it is always recommended that customers confirm the applicable rules with the Ashburton District Council, the relevant road authority, or their skip bin provider before arranging delivery.
Step 1: Gather Required Information
Before applying, ensure you have the following details ready:
- Applicant Details: Your name, company name (if applicable), and contact details.
- Location: The exact physical address and positioning of the bin (e.g., grass berm, roadside parking space).
- Dates: The precise start date and duration the bin will remain in the public space.
- Dimensions: The size of the skip bin.
- Safety Measures: How you plan to keep pedestrians and motorists safe (e.g., placing retro-reflective cones or tape on the bin).
Step 2: Submit Your Application
Depending on the exact placement and disruption level, choose one of the following methods:
- For Minor Placements (Berms/Grass verges): Contact the Council Roading team directly by emailing info@adc.govt.nz or calling (03) 307 7700. They will guide you through the fast-track application process or provide the standard Licence to Occupy documentation.
- For Major Placements (Blocking roads, footpaths, or parking): If the bin blocks a traffic lane or heavily restricts public access, you must lodge a Corridor Access Request (CAR) online via Submitica.
Step 3: Wait for Council Approval
Do not place the bin until your permit is officially granted.
- Processing Time: Allow at least 2 to 5 working days for the Roading team to assess your application.
- Fees: Fees vary depending on whether the bin occupies a restricted/metered parking zone. Processing fees may apply if a site inspection or formal Corridor Access Request is required.
- Traffic Management Plan (TMP): If your skip bin forces pedestrians onto the road or blocks a cycleway, the council will require you to upload a professionally drafted TMP to Submitica alongside your application.
Many professional skip bin operators can also assist in determining whether a permit is required and guide customers through the approval process where necessary.
