When do I need a permit?

A non-excavation Corridor Access Request is required when a skip bin affects the normal operation of the Horowhenua District road corridor, including public roads, berms and footpaths. The CAR must be accompanied by a professionally prepared Traffic Management Plan addressing the safety of road and pedestrian users. Footpaths must not be fully or dangerously obstructed, and continuous safe passage must remain available for pedestrians, mobility scooters and prams.
