When do I need a permit?

A non-excavation Corridor Access Request is required when a skip bin affects the normal operation of the Horowhenua District road corridor, including public roads, berms and footpaths. The CAR must be accompanied by a professionally prepared Traffic Management Plan addressing the safety of road and pedestrian users. Footpaths must not be fully or dangerously obstructed, and continuous safe passage must remain available for pedestrians, mobility scooters and prams. The bin must also remain clear of manholes, stormwater grates, wastewater access points and fire hydrants. Delivery should not occur until the Works Access Permit has been issued. Private-property placement generally avoids the process. State-highway locations are instead subject to NZTA Waka Kotahi approval.
