When do I need a permit?

An approved non-excavation Corridor Access Request and resulting Works Access Permit are required before a skip bin is placed on a roadside, footpath, grass berm or another part of the Western Bay of Plenty public road reserve. A site-specific Traffic Management Plan may also be required depending on the location and traffic effects and must follow the council's current temporary-traffic-management approach. Pedestrian access must remain safe and continuous, while hydrants, drainage infrastructure, utility covers, signs, vehicle crossings and other road-corridor assets must remain unobstructed. Private-property placement is preferred wherever practical and may avoid the public-corridor process. Placements affecting state highways require confirmation and any necessary approval from NZTA Waka Kotahi rather than solely from the district council.
