When do I need a permit?

A Temporary Obstruction Permit is required when a skip bin is placed on public land within New Plymouth District, including a roadside verge, grass berm or parking lane. Private property should be used wherever possible, with public placement reserved for situations where private placement is impractical. Skip bins cannot normally be placed on footpaths and must remain clear of hydrants, stormwater grates, water valves and utility covers. Bus stops, taxi stands, loading zones, mobility spaces and broken-yellow-line areas are restricted. A Traffic Management Plan may also be required where the bin uses a restricted parking location or alters normal road or pedestrian conditions. Approval must be obtained before the skip is delivered.
